1 Title: SOUTH-EAST SOCIO-POLITICAL LEADERS AND BIAFRAN AGITATION IN NIGERIA, 1999-2023.pdf

Abstract: The leadership failure in governance in the South-east states of Nigeria since 1999 was the focus of this study. The indicators of governance such as economic development, security, infrastructural facilities, rule of law and youth empowerment were used to validate the activities of the leadership in governance in the South-east states between 1999 and 2023. Twenty-five (25) random sampling interviews with secondary data through internet explorations, magazines, newspaper cut-outs, books and journals were carried out. The findings asseverated the activities of the leadership in governance in Abia State as something that leaves much to be desired on economic development, security, infrastructural facilities, rule of law and youth empowerment despite its derived resources from the Federal and Internally Generated Revenues for 24 years. The youth unemployment, corrupt practices, insecurity, and nepotism undermined the state. The case of Anambra State was not indifferent to Abia State’s situation in terms of insecurity, poor infrastructures and huge out of school youth, particularly, under the leadership of Chinwoke Mbadinuju and Christ Ngige. Some of their young ladies indulged in baby factory’s business to survive. The chunks of State’s economic development were from private individuals’ enterprises. The Ebonyi State’s case was prettily fair compared to other states in the South-east. Attention was given to the youth development, infrastructural facilities and economic development, although, insecurity situation was un-alienated. In Enugu State, insecurity situation under the leadership of Chimaroke Nnamani between 1999 and 2007 was worrisome. However, his successors improved the state of governance by engendering security situation, youth development, and infrastructural facilities. In Imo State, the indicators of responsible or responsive leadership in governance were feeble. Cases of baby factory syndicates, youth unemployed, nepotism, and corrupt practices were significant. Improved security, infrastructural facilities, and youth empowerment were obviously deficit. Hence, quality leadership roles, observation of rule of law, provision for basic social needs, especially, human security were recommended. Abstract: In 1914 the colonial Authorities in Nigeria proclaimed Nigeria a sovereign country with a fiat known as the “Letter of Patent” on the floor of the British parliament on the second of January. A hundred and seven years after, the people are yet to evolve into a Nation-state. The manifestation of this can only be described in the two words: “Political Instability”. To sort the matter out, leaders of different ethnic groups have called for a renegotiation of the action of 1914, which equally translates into a renegotiation of Nigeria’s unity. Though two constitutional conferences have been convoked since the return to civil rule in 1999, agitations and clamours for disintegration are yet to abate. Across the country, tribes, ethnic groups and religious interests are in conflict. This research looks at the philosophical foundation of nation building and asserts emphatically that Political Federalism remains the only doctrine that has the potential to put all the groups together under one nation. The concept of political federalism has to do with crafting a federalism that would be peculiar to the culture and value system of the people and moderator to accommodate the diverse interests of the people round a “Common Good” of all the people. And this new creation must be based on an overlapping consensus of the stakeholders in the Nigerian project. The misnomer of True Federalism, we argue must be replaced with the doctrine of Political federalism which is nothing but a “Tinkered federalism”. We make bold to declare that if federalism is understood, applied and practiced properly, agitations based on ethnic, tribal and religious sentiments would reduce greatly and a country with a collective principle of justice would be achieved. Abstract: SOCIAL ENTREPRENEURSHIP AND NATIONAL GROWTH IN SELECTED NON- GOVERNMENTAL ORGANIZATIONS IN RIVERS STATE This study investigated the relationship between social entrepreneurship and national growth in selected non-governmental organizations in River’s state. The study adopted a cross-sectional research design. Quartette research objectives, questions and hypotheses were developed to guide this study. The sample size was obtained using the Krejice and Morgan table of sample determination (1970). Structured questionnaires were administered to collate responses from the respondents. The retrieved responses were analyzed using the statistical package for social sciences version 22 (SPSS). The analysis of data from respondents indicated that there is significant relationship between social entrepreneurship and National growth. It also indicated that the dimensions of the criterion variable and predictor variable positively correlated. The policy purport of this paper shows that non-governmental bodies (NGOS) should employ the tool of social mission and innovation to galvanized economic growth and enhance social entrepreneurship in River’s state. This is pivotal in order to stimulate economic growth of this segment of the state and society which are termed the maim, disabled and invalid. Abstract: The rate at which young people especially graduates seek employment in Nigeria, appears to outpace the capacity of the nation to provide employment for all the teeming graduates. Entrepreneurial skills acquisition is then a panacea for empowering the youths as well as a road map for reducing unemployment tribulations in Nigeria. In order to ascertain a conscientious work, this paper relied on secondary sources of data collection. Information was sourced from published books, journal articles and conference papers that anchored on the phenomenon under investigation. The human capital theory was adopted as the theory suitable to guide this work. The paper concludes that, entrepreneurial skills acquisition is a road map towards uplifting the standardization of our teeming youths thereby reducing unemployment tribulations, reducing high wave of poverty prevalent in our society and youths restiveness in Nigeria. The paper recommends among others that, for the fact that entrepreneurial skills acquisition is a veritable tool for youths empowerment, government at all levels in Nigeria, should ensure that skills acquisition centre’s are built in all localities, properly equipped, and rightful manpower engaged in order to enable our teeming youths to acquire different skills and be useful to themselves and Nigeria at large.. Abstract: Against the background of the challenge of societal modernization facing Africa, this study investigates leadership style and socio-economic development in Africa with specific focus on Nigeria and Morocco. The study was hinged on the premise that a suitable leadership style can influence the level of socio-economic development of a nation. The theory adopted for this study was the transformational leadership theory. The study applied the qualitative means of data by using secondary data to generate information and applied content analysis. The study focuses on the comparison between Nigeria and Morocco on factors that affect socio-economic development: level of unemployment, infrastructure development, diversification of the economy, literacy level and the level of Gross Domestic Product (GDP). The result of the findings reveals that both countries are socioeconomically backward traceable to the leadership styles adopted by her leaders, though Morocco has performed significantly in the area of infrastructure, diversification, tourism than Nigeria. The study recommended that leaders should adopt a transformational leadership style and promote good governance practices by ensuring the rule of law, reducing corruption, enhancing transparency, and improving public sector efficiency. Abstract: This paper examines the empirical link between performance appraisal and productivity. The studys particular objectives are to investigate the associations between employee productivity in public educational institutions and performance assessment criteria as well as employee productivity in these institutions and performance appraisal comments. The approach for this study is a correlational survey design. In order to make the study accessible and convenient, fifty (50) staff members from four (4) public universities in the state of Bayelsa were selected as study participants using purposeful selection techniques. A research instrument is used to gather data from the studys participants. The collected data will be evaluated using descriptive statistics (percentage, frequencies, tables, and mean). The examination of the hypotheses will be aided by the use of the Spearman Rank Correlation Coefficient and the Statistical Package for Social Science (SPSS). The studys finding that performance appraisal criteria, performance appraisal feedback, and staff rewards had a positive relationship with employee performance in public educational institutions supports the idea that a continuous performance appraisal is essential for motivating staff to be mentally active and creative at all levels in order to meet organizational needs. Abstract: This research examined the role of alumni associations and networks in financing of tertiary education in Nigeria. The objectives were to interrogate the role of alumni associations and networks in financing of tertiary education in Nigeria and establish a theoretical foundation to justify the need for a paradigm shift in tertiary education financing in Nigeria. The need to address teaching, manpower and infrastructural needs of tertiary education propelled the federal government to establish the Tertiary Education Trust Fund (TETFund) as an intervention agency in 2011. This was aimed at disbursing, managing, and monitoring education tax to government owned tertiary institutions in Nigeria. This research was anchored on the Human Capital Theory of Professor Gary Stanley Becker. Prof. Becker argued that education and training represent investment in future productivity and human capital development in the education sector for socio-economic and political development of any nation. This study used descriptive research design and content analysis. Data employed for the study were mostly gathered from secondary sources. This work observed that government alone cannot fund tertiary education due to paucity of funds, and in most cases lack of political will. It noted the need for alumni associations, networks, and foundations to support tertiary education funding for the provisions of quality education for national sustainable development. This research therefore recommended a sustained government support, alumni endowment, donations, redirection of capital flights and training of staff in Nigeria to strengthen local capacity in the provision of quality education for youth empowerment, skills acquisition, and job creation in the country. In the context of AGI, Searles argument urges a shift from mere syntactic manipulation of symbols to genuine understanding and contextual comprehension. This has profound implications for the trajectory of AI research, suggesting that true intelligence involves more than information processing. Regarding AC, the essay explores the profound link between Searles experiment and the nature of consciousness, questioning the assumption that consciousness can emerge solely from computational processes. The integration of these insights into AGI and AC development is crucial for ethical considerations, as it necessitates a deeper understanding of consciousness. Abstract: Among the Yorubas, Igbos and Ijaws in Nigeria, there is a concept known as “Ebi”, “Umunna” and “Minapu” respectively. Translated, it is known as kinsmen or kith and kin, Kindred, family or clan. In the organization of communities in these tribes in Nigeria, these groupings are seen by the people as the most important and most basic building block of the life and work of members of a family, a clan and a community. Being the “kernel” of the existence of the family, clan and community, “Ebi”, “Umunna”, and “Minapu” represent the force of the Parmenidean “Being” and the Hegelian “Spirit” among the people. It is closely related to the idea of “Ubuntu” in South Africa and “Ujamma” in East Africa. The understanding of these concepts is that African people see themselves as one in their core principles of existence and see as gross injustice for a member of the clan, family and community to bear pain or feel joy alone without the participation or knowledge of other members. In this article, we explore the underlying principles and philosophy of social justice from purely an African metaphysical conception and do a expository examination of the issues involved in the African understanding of social justice as earned or compulsory family structure insurance by just being a member of a family in the clan or community. We wish to assert that the conceptions of “Ebi ”, ”Umunna” and “Minapu” can actually throw more light and understanding of what the African considers to be Social justice. View
