1 Title: IMPLEMENTATION OF UNIVERSAL BASIC EDUCATION POLICY IN AKWA IBOM STATE, NIGERIA

Abstract: Abstract The Universal Basic Education (UBE) programme was introduced in 1999 by the Federal Government of Nigeria as a reform programme aimed at providing greater access to basic education throughout Nigeria. It seeks to provide free, compulsory and continuous 9-year formal education comprising 6 years of primary and 3 years of junior secondary education. The UBE aims at eradicating illiteracy, ignorance and poverty as well as stimulates national development, Political consciousness and national integration. UBE is a metamorphosis of Universal Primary Education (UPE) programme which failed as a result of poor planning and implementation. Thus, the UBE policy became Nigeria’s response to the international call for the eradication of illiteracy by the year 2015. It has since its inception recorded significant achievements, though the success cannot be said to have achieved the Education For All (EFA) and Millennium Development Goals (MDGS) as envisaged. The challenges faced in the implementation of the UBE policy include poor funding, corruption, poor motivation of teachers, inadequate facilities, unwieldy class size and faulty statistical projections among others. Findings from the study showed that there existed significant relationship between funding, teacher’s motivation, availability of facilities and implementation of the UBE policy. The conclusion was that the implementation of the policy in the state falls short of expectation and was thus recommended that more funds should be appropriated for the programme, Teachers salary structure (TSS) be well implemented along with other incentives, corruption be scaled down, more qualified teachers be employed as well as provision of more facilities. ... more

Abstract: Abstract The study examined COVID-19 spread as consequences of myths and lifestyles as well as the ways out of same in Nigeria. In doing so, it explained what coronavirus is, along with the consequences of myths and lifestyles in the spread of the virus in Nigeria. In order to interrogate the foregoing, Health Belief Model (HBM) was used to triangulate myths and lifestyles as consequences of the disease spread in Nigeria. With regard to overcoming these challenges, the study proffered ways out, which include among others that the Federal Government should, through its traditional and social media outlets as well as traditional medium of communication (by the use of town crier, house-to-house messages, town hall spaced meetings, etc.) inform, educate and communicate with the public on the volcanic dangers of COVID-19, and why certain myths such that the virus is caused by 5G technology, it is a way to exploit Nigerians financially, and also an international politics to destroy the economy of Nigeria should be discouraged. 4 Title: PRINCIPALS’ DECISION-MAKING PATTERN AND STAFF JOB PERFORMANCE IN SECONDARY SCHOOLS IN AKWA IBOM STATE, NIGERIA

Abstract: Absrtact The study examined principals’ decision-making pattern and staff job performance in secondary schools in Akwa Ibom State, Nigeria. Expost- facto dsign was used for the study. Research questionwith its corresponding hypothesis was raised to guide the study. The population of the study consisted of all the 235 principals and 6,921 teachers in Akwa Ibom state public secondary schools. Clusterand random sampling techniques were used to select all subjects in the study. The sample size was 680 teachers and 85 principals. This represented 70% and 36% of the population respectively. The instruments used in the study were Principals’ Decision-Making Pattern Questionnaire (PDMQ) and Staff Job Performance Questionnaire (SJPQ). Cronbach’s Alpha coefficient was used to determine the reliability coefficients of 0.89 and 0.91 for theinstruments respectively. Data collected were subjected to statistical analysis using Mean, Standard Deviation and Analysis of Variance (ANOVA). The hypothesis wastested at .05 level of significance. The finding revealed that there is significant difference in staff job performance based on principals’ decision-making pattern. It was recommended from the study thatperiodical meetings should be held to seek the views of all teachers to make them feel as part of the organisation; and teachers should be involved in decision-making so as to promote creativity and innovation for effective teaching-learning process. The doctrine affords member nations the right to derogate from some of their obligations under the Convention. It has become the tool which allows member nations to define certain rights based on their own socio-cultural orientation and to differ on some human rights issues. This paper considers the doctrine as one which if adopted globally in the interpretation of human rights provisions bordering on marriage; it would afford Africa the opportunity to differ from the liberal west on the contentious issue of gay rights. Whereas the state as a precipitate of social contract is expected, among other functions, to protect lives and property, the alarming spate of insecurity not only questions the sanctity and reification of the state but also undermines development in Nigeria. The main objective is to establish a nexus among the state, national security and development in Nigeria. The paper argued that underneath the issue of National Security and development are the twin issues of faulty distributive mechanism and the nature and character of the Nigerian state which adversely affect national security and development in Nigeria. Frustration-Aggression theory was adopted as an analytical construct. One of the assumptions of frustration-Aggression theory is that the denial of the expectations or goals of a person or people can lead to frustration and ultimately aggressive behaviour which can undermine national security and development. The paper relied on secondary sources of data and found out, inter alia, that the nature and character of the Nigerian state has negatively influenced National Security and development in Nigeria. Abstract: Abstract The paper Examined Insecurity, Election and Democracy in Nigeria. The main argument of the paper is that insecurity is a precipitate of the prevalent negative conditions which threaten the sources of survival and reinforce inequality and poverty in Nigeria. The paper relied on secondary sources of data and adopted system theory as an analytical construct. One of the assumptions of system theory is that system, like the political system, has parts that are interrelated and interdependent and whatever, affects one part will invariably affect other parts of the system. One of the findings in this paper is that insecurity is a consequence of the asphyxiating living conditions which scuttle election and democracy in Nigeria. Abstract: Abstract The rate at which young people especially graduates seek employment in Nigeria, appears to outpace the capacity of the nation to provide employment for all the teeming graduates. Entrepreneurial skills acquisition is then a panacea for empowering the youths as well as a road map for reducing unemployment tribulations in Nigeria. In order to ascertain a conscientious work, this paper relied on secondary sources of data collection. Information was sourced from published books, journal articles and conference papers that anchored on the phenomenon under investigation. The human capital theory was adopted as the theory suitable to guide this work. Abstract: Abstract Science education promotes the development of intellectual qualities and acquisition of science process skills amongst students. The incessant poor performance of students in sciences have made the general public to contemplate on the type of school that can afford students better performance in the sciences. Hence, the objective of the study was to compare the academic performance of private and public secondary school students in the sciences. The study was carried out in Rivers State, Nigeria. Stratified random sampling technique was used on basis of (private and public senior secondary schools in Rivers State). While simple random sampling by balloting was used to obtain 640 SS3 students that participated in the study. Simple percentage mean and standard deviation were used to answer all the research questions, t-test inferential tool was used to test the hypotheses at .05 level of significance. The study found that, there was no significant differences between the mean academic performance of private and public secondary school students in the sciences in S.S.C.E. The t-calculated was less than the observed table t-value 0.65 < 2.28 at degree of freedom of 10. Above all, government should boost the standard of science education by providing enough science equipments in schools. Educational sector should also be well funded. Abstract: Abstract This study investigated the relationship between social entrepreneurship and national growth in selected Non- governmental organizations in Rivers state. The study adopted a cross sectional research design. Quartette research objectives, questions and hypotheses were developed to guide this study. The sample size was obtained using the Krejice and Morgan table of sample determination (1970). Structured questionnaires were administered to collate responses from the respondents. The retrieved responses were analyzed using the statistical package for social sciences version 22 (SPSS). The analysis of data from respondents indicated that there is significant relationship between social entrepreneurship and National growth. It also indicated that the dimensions of the criterion variable and predictor variable positively correlated. The policy purport of this paper shows that Non-governmental bodies (NGOS) should employ the tool of social mission and innovation to galvanized economic growth and enhance social entrepreneurship in Rivers state. This is pivotal in order to stimulate economic growth of this segment of the state and society which are termed the maim, disabled and invalid. Abstract: Abstract The peculiar circumstance leading to the birth of universal human right informs the peculiarity of its underlining philosophical theory, away from core philosophy of conventional jurisprudence. For this reason, no matter its universal outlook, but it has been known from inception to concede to social values of various communities in certain circumstances to assist enforcement of its values. However, contemporary developments in human rights, emphasizing universality in all its ramifications, including issues that contradict core values of some societies, Africa in particular, tend to create a yawning gap between human right values and societal values of each people thus creating apathy to whatever human right portends in such society. Using African core values as benchmark, this paper, by doctrinal approach interrogated effect of gap between values of each society and values of human rights on effective enforcement of universal human rights. The paper found that contemporary evolution of human rights to issues that contradict core African values is counter-productive and thus recommended the need to be more proactive towards relativising enforcement of universal human right. This paper further recommended that if human right must make a more serious impact in Africa, and in the Nigerian society in particular, it is crucial that the movement must do so within the framework of African Jurisprudence, taking local peculiarities into consideration. Abstract: Abstract The study investigated perceived influence of classroom management strategies on students’ academic achievement in public senior secondary schools in Rivers State. Two research questions and two null hypotheses guided the study. The descriptive survey research design was adopted for the study. The population of the study comprised 7,425 teachers in the 268 public senior secondary schools in Rivers State. A sample size of 380 teachers was used for the study. The Taro Yamen technique for minimum sample size determination was used to obtain the sample size. A 16-item instrument titled “Perceived Influence of Classroom Management Strategies on Students’ Academic Achievement Questionnaire (PICMSSAAQ)” was used for collecting data. The questionnaire was structured using the five point modified Likert rating scale response pattern of Very High Extent (VHE) = 5 points, High Extent (HE) = 4 points, Moderate Extent (ME) = 3 points, Low Extent (LE) = 2 points and Very Low Extent (VLE) = 1 point. The face and content validity of the questionnaire were assessed by the researcher’s supervisor and two other experts in measurement and evaluation. The reliability of the instrument was determined through test-retest technique. The Pearson Product Moment Correlation Statistics was used to arrive at a reliability index of 0.80. Mean and standard deviation were used to answer the research questions while z-test was used to test the null hypotheses at 0.05 level of significance. The study found that male and female teachers agreed that appropriate use of rewards or punishment, and establishment of rules and regulations as classroom management strategies to a high extent influence students’ academic achievement in public senior secondary schools in Rivers State. It was recommended that classroom managers should use rewards and punishment to enhance students’ career prospects in schools, and classroom teachers should establish class rules and regulations in order for students to participate in learning activities with minimum wasted time and confusion. ... more
